Default Fix Exhaustion

I think exhaustion is a good way to balance out the massive dmg that air ele's can deal. The problem is that if an exhaustion causing spell is canceled you still suffer exhaustion. That doesn't seem right. It would be like rebirth draining all of a monks energy even if they didn't get it off.

However to appease those that are going to say "What if it's interupted" like all the skills if it's interupted then still have a suffering from exhaustion.

It doesn't make sense for it to cause exaustion when interrupted but not when cancelled manually, since an interruption is just the other guy cancelling for you. One or the other please.
